New Singapore Work Pass for AI & Tech High Earners: One Pass (AI and Tech) Explained (2026)

Singapore is taking bold steps to attract top talent in critical and emerging technologies, and it's about to get even more exciting! The country is introducing a new work pass, the One Pass (AI and Tech), to bring in the best minds in artificial intelligence and quantum computing.

But here's where it gets controversial... This new pass will replace the existing Tech Pass, which was launched in 2021 to attract tech professionals. The One Pass (AI and Tech) offers a longer duration, with a five-year work permit that can be renewed, compared to the Tech Pass's two-year validity.

The One Pass scheme, unveiled in 2022, targets high-earning foreign professionals, with a monthly income of at least $30,000. It also considers individuals with exceptional achievements in various fields, including arts, sports, and academia.

To qualify for the AI and Tech track, applicants must have a background in the tech industry, working for a company or division that focuses on digital or technological offerings. The company's valuation, revenue, or assets must meet specific thresholds, ensuring that only top-tier tech companies are considered.

And this is the part most people miss... The salary criterion for the new track allows for a combination of fixed monthly salary and vested non-cash components, like stock options, to meet the $30,000 threshold. This is similar to the Tech Pass, but with a twist - applicants must also have at least five years of experience in a founder, C-suite, or technical role within the past 10 years.

Dr. Tan See Leng, the Manpower Minister, highlighted the "healthy growth" of the One Pass scheme, with over 8,000 individuals already contributing to Singapore's future economy.

In addition to the tech-focused pass, Singapore is also expanding its Non-Traditional Source (NTS) Occupation List for work permit applications. From September 2026, eight new occupations will be added, including food service roles, social services, and air transportation. This list allows local employers to hire from a broader range of countries, beyond the typical work permit holders' origins.

Nominated MP Mark Lee raised concerns about domestic-oriented sectors, like F&B, that rely on S Pass holders. Dr. Tan addressed this, explaining that the NTS Occupation List enables businesses to hire higher-quality workers from non-traditional source countries for specific roles where local talent is insufficient.

The upcoming expansion of the NTS Occupation List to include F&B roles will allow businesses to retain workers who may not meet the higher S Pass qualifying salary. This will bring the total number of occupations on the list to 13, including welders, drivers, and hotel housekeepers.

Prime Minister Lawrence Wong announced further changes to the Employment Pass (EP) and S Pass qualifying salaries. From January 2027, the minimum qualifying monthly salary for new EP applicants will be raised to $6,000, and for S Pass holders, it will increase to $3,600.

Dr. Tan highlighted that the S Pass minimum qualifying salary is expected to reach $4,000 to $4,500 by 2030, depending on local wages and economic conditions.

Singapore's approach to managing its foreign workforce is a delicate balance. While work permit holders are essential for delivering infrastructure and services, the country aims to support businesses in accessing higher-quality workers.
